Nör Vlëf Ner (/no˞r/ /vlɛf/ [successful] [fuse]) is a subtropical Town located in Skskropeha Parish, Gi̽chyhye̜ Diocese, within the Covenent of Irus.

The name Nör Vlëf Ner is derived from the Wood Elvish language, as Nör Vlëf Ner was founded by Binzyk Drilriash Berdra, who was culturaly Wood Elven.

Climate

Nör Vlëf Ner has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cold 9°C (48°F). Nör Vlëf Ner receives an average of 141 cm/y (55 in/y) of precipitation, most of which comes in the form of rain during the spring. Nör Vlëf Ner covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4896 m (16062 ft) above sea level.

Overview

Nör Vlëf Ner was founded durring the late 14th century in winter of the year 1263, by Binzyk Drilriash Berdra. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Binzyk Drilriash Berdra.

Nör Vlëf Ner was built using the conventions of Wood Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Nör Vlëf Ner is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Nör Vlëf Ner is buildings are located arround a single crampt gravel mainstreet which forms a clockwise spiral to give the town a over all circular shape. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Nör Vlëf Ner's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The top tier civilian fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

A look around Nör Vlëf Ner gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable.

Nör Vlëf Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Nör Vlëf Ner's public wards, blessings, and other arcane systems.

Nör Vlëf Ner possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Nör Vlëf Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Nör Vlëf Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Nör Vlëf Ner's town hall was built using a different architectural style from the rest of the town. The style used is characterized by vertical proportions, pointed arches, external buttressing, and asymmetry in the general shape of its buildings. The decorative features of the style were key, consisting of large arched windows, pointed arches, vaulted ceilings, flying buttresses, and sculptures integrated into the structure itself. Occasionally, for very important buildings, an array of sculptures or one colossal sculpture might replace the entirety of the entrance to said building.

Due to the actions of local Kami, autumn is skipped in Nör Vlëf Ner.

The Giant Whiptail Centipede near Nör Vlëf Ner are known to be more aggressive than normal.

Nör Vlëf Ner's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves drinking to channel Illusion energies of tier 2 via oratory performances.
